Have you read the forum guidelines? Does it say anywhere that this is the place where we provide people with whatever kind of potential they desire??
This is a forum about LAMMPS. While you may be using LAMMPS in your work, obtaining suitable parameter sets for your research needs is not a LAMMPS problem, but a research problem and thus you should consult with the people that know and care about your research.
I doubt that. I just spent only a few minutes doing a google search and already found a paper with three references mentioning Buckingham potentials for \mathrm{WO}_3.
Of course, the paper then goes on to praise the superiority of machine learned potentials, but that is to be expected for any recent publication.
