creating bond automatically between H and O atoms

is it possible to create bond between Hydrogen and oxygen atoms automatically?

for example:

bond_style harmonic
bond_coeff 2 3 80.0 1.2

if not, is there any packages or tools for making bond between H and O atoms within a specified cut-off distance

and making the corresponding data-file?
