fix efield problem

Hi,
The command " fix efield " has been taken under the package of MISC in the newer version of lammps unlike previous versions.But it is not mentioned in the manual! It causes problems for users who install lammps without any packages.

There is nothing permanent except change. This particular change is
documented in fix_efield.html.

You must be looking in an old version of the manual,
since as Axel says, it is indeed on the fix efield doc page.
