How to enable Fix cnp in lammps (Cygwin platform)

Hello Everyone!!

I would like to include Fix cnp (For constant potential simulation) in my LAMMPS 7 Aug 2019 version. My platform is Cygwin. Does anyone know the step by step procedures? Or anyone here who successfully did it in Cygwin?
