I am a little confused about the parameter of lj/cut potential. It seems to me that the manual does not specify how many parameters are there for lj/cut potential. I found someone write two, like pair_coeff * * 2.0 3.0, someone wrote three, like pair_coeff * * 2.0 3.0 6.0
And are they standing for epsilon sigma (cutoff), respectively?

yes. it is explained in the manual.
the cutoff parameter is optional.
if not given, the global cutoff is used.
