The WWW site has been up continously during that time.

Hi Sarang,
I live and work in Bangalore, India (http://www.jncasr.ac.in/bala). I too am unable to reach http://lammps.sandia.gov from my workplace (Error: Connection reset by peer). However, I am able to browse the lammps page through broadband at my home (different ISP). My guess is that the problem is specific to the ISP that you (IIT-KGP) & I have at work
