Dr. Sergey Starikov with colleagues in JIHT RAS performed atomistic simulations of laser ablation using the non-uniform initial electron temperature distribution, that you want to obtain. You may contact him (redshuhart at yandex.ru) for details.

More detailed description of excited electrons dynamics is possible with eFF potential of Dr. Andres Jaramillo-Botero from Caltech, who probably reads this list. It now allows to simulate heavy elements, but of course is more time-consuming than variants of EAM.
