the refer to tabulation of the coulomb potential.

if you cannot figure it out by yourself, you probably
better just set ncoultablebits to zero and ignore that
entire part of the code. tabulation is not a required
feature and can be done at a later points, if needed.

but to answer your question for real, ncoultablebits
is the number of bits used in tabulation. tabinnersq
is the rsq at which the force (and energy) begins.
