Attached is the input file. The added velocity completely destroys my cluster. Is there a way to make limit how much velocity gets added? I've considered using the ramp style but it doesn't seem to work.

your statements don't match the input.
you don't _add_ any velocity but rather remove center of mass and
rotational momentum at a point where you don't have initialized
velocities at all.
however, what is suspicious is that you set to ignore lost atoms, and
even worse is that you seem to be using a 100fs time step. don't you
think that is a wee bit too large?
