anything that is fixed (i assume you mean "immobilized" by fixed. the
term "fixed" in the context of LAMMPS is often very ambiguous and best
avoided) doesn't move and thus its MSD is by definition 0.0.
if you mean something else, you have to reformulate your question to
provide more context.
