I am having a problem of using the Germanium Modified EAM

pair_style meam
pair_coeff * * library.meam Ge.meam Ge Ge

i am using this command
but lammps is not able to open the file for this potential.
Using two libraries Ge.meam and library.meam

This is not the correct syntax. Please check the documentation of pair style meam carefully.
