I think this is a mailer issue. I answer the mail list Qs from a Gmail
account, and if the sender of the Q has his Q encoded like this,
then my reply is encoded like that as well. When I receive
the reply mail back in my Gmail account, I can always decode it
in my mail program (Emacs), with a couple keystrokes.
But if you're just viewing it on SF, then I don't know how you would
decode it. Maybe someone else on the mail list has dealt with
