what exactly does the input parameter Tdamp(time units) do in both fix/nvt & fix/langevin? Does it mean that it scales the velocities after that much timeperiod and scales them to required value??

It is like an inverse "mass" in the eqs of motion. It sets
the time scale at which the temperature equilibrates. Try
playing with it and plotting the temperature going from
T1 to T2 and you'll see what it does.
