Does the restart file contain the velocity of individual atoms, as the initial velocity
for restarting?
Also, is there a way to dump the velocity of individual atoms for each timestep in LAMMPS?

The restart file has atom velocities. If you convert
it into a data file via the restart2data tool you will see
them in the file.
The dump custom command lets you write velocities
for each atom into a dump file.
