How do I place two separate images , one over the other in OVITO Basic, so that I preserve the view settings the same in both of them.
That is possible by working with multiple pipelines, which is a feature only available in OVITO Pro.

Let me also point out the possibility in OVITO Basic/Pro to create a camera object and placing it somewhere in the scene. An explicit camera object can make it easier to preserve or reproduce a specific 3d view of the scene.
In addition, you can render layouts of multiple viewports in OVITO Pro. Two viewports, placed side-by-side, may be associated with the same camera object but show different pipelines or simulation models.
