When is the next stable version (post 11 Aug 2017) expected to be released
?
when it is ready. 
releasing a stable version requires to a) merge all pending bugfix pull
requests, b) run thorough static code analysis and extensive (manual)
testing of a library of input decks (more than what is tested automatically
with jenkins).
as you can see, a) hasn't happened yet and not for a while and b) is
currently difficult since all core LAMMPS developers are busy with
non-LAMMPS work.
you are most welcome to download and check out the latest patch release.
