no-ext incompleteness

Hi,

Package LATTE is correctly listed as ext in manual section 6.1,
but it's not included in the definition of PACKEXT in src/Makefile,
so it is incorrectly enabled via
make yes-std
make no-ext

thanks for reporting. this has just been corrected in the master
branch. will be in the next patch.
