Does compute stress/atom command give the stress acting on a particle (particle’s voronoi cell) originating from the contact forces for pair style gran/hooke/history?

yes, compute stress/atom computes the formula
listed on its doc page for all the atoms a granlular
atom is currently interacting with, i.e. those touching
it.

Carefully read that documentation. If you want per voronoi cell (the cell being your measurement volume), you’re going to need to do some additional leg work.
