System partly applied NVE

Dear lammps users:

I have a question about ensemble in simulation:
if I create a bulk, but only create velocity and apply nve on the atoms not in surface, will the atoms not applied nve be simulated normally or they will behave like fixed atoms.

Presumably the surf atoms will interact with the bulk atoms
and eventually acquire randomized velocities.
