The unit of electronegativity in qeq method

Hi all, I am trying to learn the qeq method and apply it to my code. However, there is one question that confuses me.

In the article (Rappe and Goddard), the total energy is defined by χ and J, like this:

χ and J are in ev, but how does it multiply with QA or QA^2 to form energy, and is there another Coulomb C that comes from the charge QA.

Best I’ve always been able to tell, the actual units of \chi and J are V and V/e respectively.
